Drug trafficker gets imprisonment

Yangon,

27 Sept – A combined team comprising members of local intelligence unit and

Lashio Special Anti-drug Squad searched the bus on its way to Lashio from Kutkai

at Yepu check-point, Hsenwi, at 2.45 pm on 26 May and seized 7,000 stimulant

tablets. The authorities arrested passenger Kyaw Win, 34, son of U Than Htay of

Zedan Ward, Ywangan and filed a case against him under Sections 15 and 19 (A) of

Narcotic Drugs and Psychotropic Substances Law. On 16 August, Lashio District

Court sentenced him to 5 years’ imprisonment under Section 15 and 15 years’

imprisonment under Section 19 (A) to serve separately.

Drug traffickers sentenced

21 Sept – A combined team comprising members of local intelligence unit, Hpa-an

Special Anti Drug Squad and local Police Force, acting on information, searched

Saw Boyhtoo and Mya Thaung who were on board a car with number plate 4 Kha/ 2642

at Aung Nan 1 Lane, Ward 5, Hpa-an and seized 1798000 stimulant tablets

concealed in the car. The seizure was made after interrogating Sai Lon and Ei Ei

Khin, who were on board a Hilux car with number plate 1 Kha/4522, at Than Lwin

Bridge of Hpa-an on 25 May 2001. In connection with the seizure of the stimulant

tablets, Hpa-an Police Station filed Sai Lon (a) Lon Hte, 38, son of U Shaukchin

of 66th Street, Chanayethazan Township, Mandalay, Arkpa (a) Shaukkaik, 37, son

of U Wanphu of Ward 4, Mongkai, Saw Boyhtoo, 18, son of U Zaw Htoopaw of Aung

Thabye Village, Kyauktaga Township, Mya Thaung, 33, son of U Ba Maung of

Phayagyi Village, Bago Division, Aiksan, 41, son of U Twamshaukshwin of

Yeayekwin Ward, Taunggyi, Aikti (a) Sai Ti (a) Piti, 51, son of U Twamsheinchan

of Dawna Street, Myepyu Ward, Taunggyi, Soe Win (a) Ahngelay, 30, son of U Khin

Maung of Danatheikdi Ward, Shwenyaung and Sein Win Naing, 28, son of U Mya

Khaing of Kai Village, Min Hla Township under Section

15/16(C)/19(A)(B)/20(A)(B)/21 of the Narcotic Drugs and Psychotropic Substances

Law. The Hpa-an District Court handed down 25 years imprisonment under Section

19 (A) and 30 years imprisonment under Section 20(B)/21 on Sai Lon (a) Lon Hte

to serve concurrently, 25 years imprisonment each under Section 19 (A) and 30

years imprisonment each under Section 20(B) and 3years imprisonment each under

Section 15 on Arkpa(a) Shaukkaik and Saw Boyhtoo to serve concurrently and 3

years imprisonment each under Section 15 on Mya Thaung, Aiksan, Aikti(a) Sai Ti

(a) Piti, Soe Win (a) Ahngelay, Sein Win Naing on 7 September.

Heroin trafficker gets 12 years

Yangon,

20 Sept – Members of the local intelligence unit and the railways police force,

acting on information, searched the No 55 Up-train heading from Mandalay to

Myitkyina at Kanbalu station and arrested Kyaw Naing Oo, 27, of Chanmyathazi

Township, Mandalay, together with 227 grams of heroin on 14 March evening.

Action was taken against him in accord with Narcotic Drugs and Psychotropic

Substances Law. Shwebo District court handed down twelve years’ imprisonment on

him under Section 19 (A) on 24 August.

19 Sept – A combined team comprising members of local intelligence unit and

Lashio Special Anti Drug Squad, acting on information, searched a house of Shwe

Win (a) Aikmein of Ward 5 in Lashio and seized 166.1 gram of heroin kept in 10

soap boxes on 18 March. No 1 Police Station of Lashio filed Shwe Win (a) Aikmein,

35, son of U Zeya, under Section 15/19(A) of the Narcotic Drugs and Psychotropic

Substances Law. Lashio District Court handed down five years imprisonment under

Section 15 and 15 years imprisonment under Section 19 (A) on him to serve

separately on 2 August.

Drug traffickers get death sentences

Yangon, 17 Sept -A combined team

comprising members of local intelligence unit and Yangon Special Anti-Drug

Squad, acting on information, arrested drug traffickers Twan Hsin Htan (a) Maung

Win and Aung Kyaw (a) Maung Win (a) Aik Htun, together with 375 kilos of heroin

kept in paper boxes on 1 April. The Sangyoung Police Station filed Twan Hsin

Htan (a) Maung Win, 35, son of U Twan Yon Sone of No 701 of Dagon Centre in

Myenigon North Ward in Sangyoung Township and Aung Kyaw (a) Maung Win (a) Aik

Htun, 24, son of U Aik San of Ward 5 in Kutkai under Section 20 (B)/22 (A) of

Narcotic Drugs and Psychotropic Substances Law. The Yangon (West) District Court

handed down death sentences on them under Section 20 (B) and 22 (A) on 29

August.

Two drug traffickers get jail terms

Yangon,

14 Sept – Bago District Court sentenced two drug traffickers to jail terms on 19

August for possession of 4.5 kilos of marijuana. The court sentenced Maung

Thaung to 18 years’ imprisonment under sections 15 and 19 (a) and Mann Kyaw to

15 yearsÕ imprisonment under section 19 (a). The two, while trying to carry the

marijuana to Yangon on a passenger bus, were caught at the toll gate at the

entrance to Bago on 16 January. Members of the regional intelligence unit and

special anti-drug squad, acting on information, searched the passenger bus and

found the drugs in their possession. The police filed a law suit against the

two, Maung Thaung, 42, son of U Than Aung, of Nyaungaing village, Shwekyin

Township, and Mann Kyaw (a) Mann Mann (a) Ko Min, 38, son of U Shwe Kyaw of

Htungon village, Kyaukkyi Township, under the narcotic drugs and pyschotropic

substances law.

CCDAC Chairman meets Work Committee secretaries

Yangon, 11 Sept

– Chairman of the Central Committees for Drug Abuse Control Minister for Home

Affairs Col Tin Hlaing and secretaries of Work Committees of the CCDAC attended

a coordiantion meeting held at the hall of Myanmar Police Force (Headquarters)

of the Minisrty of Home Affairs this afternoon. Also present on the occasion

were Chairman of Supervisory Committee for Work Committees of the CCDAC Deputy

Minister for Home Affairs Brig-Gen Thura Myint Maung, Secretary Police Maj-Gen

Soe Win, directors-general and managing directors from work committees, and

chairmen and officials from Myanmar Anti-Narcotics Association and Border Areas

Development Association.

Heroin traffickers get 45, 20 years

Yangon,

11 Sept – Members of local intelligence unit and Muse Special Anti-drug Squad,

acting on information, stopped and searched a car going from Haymoelon Village

to Muse driven by Wai Tant and found 40 blocks of heroin weighting 29 kilos at

the entrance of Muse on 27 September 2000. Action was taken against Wai Tant,

22, son of U Toe Tin Chi, and Laukse, 24, son of U Yee Sant of Haymoelon Village

in Muse under Narcotic Drug and Psychotropic Substances Law by Muse Police

Station. Muse District Court handed down five years’ imprisonment under Section

15 and 40 years’ imprisonment under Section 19 (A) on Wai Tant to serve

separately, and 20 years’ imprisonment under section 19 (A)/21 on Laukse on 26

June.

Drug elimination tasks speeded up at border areas

Yangon, 10 Sept-

The Union of Myanmar has been striving for drug elimination as a national task,

a national responsibility, in cooperation with neighbouring nations to

accelerate the momentum in drug elimination tasks at the border areas. As a

result of this, a drug refining camp was exposed near Yan Lon Kyaing Village at

mile post No 127 in Kokang Region on 2 August, and a drug refining camp near

Tarshwehtan-Nampahaw Village with reference p-678606 on 3 August. Moreover,

authorities arrested a drug trafficker Shan Chauk Mein in Muse on 4 August and

raided two houses in Laukkai and found 110 kilos of opium, three arms, three

China-made hand grenades, chemical liquid used in drug refining and

paraphernalia on 5 August, and 4,398,000 stimulant pills were seized in a Hilux

near Sin-in Village in Lashio Township on 6 August.

Myanmar also signed memorandum of understanding on drugs

control with neighbouring nations a memorandum with China on 21 January, and a

memorandum with Thailand on 20 June. Moreover, The Senior Officials Meeting

among China, Laos, Myanmar and Thailand on Drug Control was held on 10-11 August

in Yangon, and Myanmar delegates attended the Ministerial Meeting among China,

Laos, Myanmar and Thailand on Drug Control held on 27-28 August in Beijing,

China. In order to speed up drug elimination tasks and to exchange information

between the countries, the Myanmar-Thai Cross-Border Drug Control Meeting was

held in Phuket in Thailand on 15-16 August, and the meeting of authorities at

border areas of Myanmar-China was held in Muse, Myanmar on 8-9 September.

Secretary-1 inspects Drug Elimination Museum

Yangon, 8 Sept –

Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt,

together with ministers, deputy ministers and officials of the State Peace and

Development Council Office, arrived at the Drug Elimination Museum at the corner

of Hanthawady Road and Kyundaw Road here at 10.30 am today. They were welcomed

there by Chairman of the Central Committee for Drug Abuse Control Minister for

Home Affairs Col Tin Hlaing, Deputy Minister for Agriculture and Irrigation

Brig-Gen Khin Maung, Director-General of Myanmar Police Force Police Maj-Gen Soe

Win and officials. The Secretary-1 inspected the site chosen and preparations

for construction of more buildings in the museum compound. After inspecting the

booths of the museum, the Secretary-1 urged officials concerned to carry out

tasks for additional displaying of booths on national races and border areas in

accordance with the current progress of these areas. The Secretary-1 inspected

the meeting hall, offices, arrangements of the office of Myanmar Anti-Narcotics

Association and electronic library in the museum. The Secretary-1 gave

instructions to the officials and left the museum in the morning.

Drug trafficker gets prison terms

7 Sept – A combined team comprising local intelligence unit and Myanmar Police

Force, acting on information, searched a house of Soe Naing at No 97, Po Waziya

Road, 39 Ward in Dagon Myothit (North) Township and seized 872.5 gram of

marijuana on 29 July 2000. Concerning the case, Dagon Myothit (North) Police

Station filed Soe Naing,38, son of U Ye Nyunt, under Section 15/19(A)/20(A) of

Narcotic Drugs and Psychotropic Substances Law. The Yango East District Court

handed down five years’ imprisonment under Section 15 and 20 years’ imprisonment

under Section 19 (A) on him to serve seperately on 5 July 2001.

CCDAC officials meet UN officials

Yangon, 3 Sept –

Officials from the United Nations International Narcotics Control Board (INCB)

led by Board Manager Mr Chinmay Chakrabarty met a Myanmar delegation led by

Secretary of Central Committee for Drug Abuse Control Director-General of

Myanmar Police Force Police Maj-Gen Soe Win at the hall of MPF this morning.

Police Maj-Gen Soe Win said that Myanmar has laid down a 15-year plan to

eliminate drugs since 1999-2000 and INCB officials can meet with the officials

of departments concerned and hold discussions on drug elimination tasks in

Myanmar. Joint-Secretary of the CCDAC Police Col Kham Aung briefed them on drug

elimination tasks of the CCDAC. Then officials replied to the queries raised by

the guests. The UN officials will meet the officials from ministries and

departments during their stay in Yangon.

April. ÊÊShwepyitha Police Station filed Po Chit, 20, son of U Ye Tun of Section

7, Paukkon Ward, Mingaladon Township, under Section 15/19(A)/20(A) of Narcotic

Drugs and Psychotropic Substances Law. The Yangon (North) District Court handed

down five years’ imprisonment under Section 15 and 25 years’ imprisonment under

Section 19 (A) on him to serve separately on 27 July.

Myanmar delegation attends

ministerial-level meeting on cooperation in drug control

Yangon, 2 Sept-

The Myanmar delegation led by Chairman of the Central Committee for Drug Abuse

Control Minister for Home Affairs Col Tin Hlaing attended the ministerial-level

meeting on cooperation in drug control of China, Laos, Myanmar and Thailand in

Beijing, the People’s Republic of China on 27 and 28 August. Member of the State

Council of China Mr Luo Gan made an opening speech. Minister of Public Security

of China Mr Jia Chunwang chaired the meeting. After the meeting, the Beijing

Declaration was issued. The ministers and dele-gation members of the four

countries also paid a courtesy call on Prime Minister of PRC Mr Zhu Rongji.

Before the meeting started, the preliminary meetings were also held on 27

August.

Minister Col Tin Hlaing met with Minister at the Prime

Minister’s Office General Thammarak Isarangura of Thailand, Minister of Public

Security Mr Jia Chunwang of China and Minister at the President’s Office Mr

Soubanh Srithiratyh of the Lao People’s Democratic Republic separately and

discussed matters related to cooperation in drug control. On 28 August, member

of the State Council of China Mr Luo Gan hosted a dinner in honour of the

delegations at the government guest house. The Myanmar delegation, accompanied

by Minister of Public Security Mr Jia Chunwang and the administrator and the

deputy administrator of Yunnan Province, also visited the drug and chemical

testing and research department under the Ministry of Public Security, the Great

Wall, the rehabilitation centre for drug addicts in Kunming, Yunnan Province,

the police college and Li Xan city.

Myanmar delegation arrives

back from drug control meeting in China

Yangon, 1 Sept –

The Myanmar delegation led by Chairman of Central Committee for Drug Abuse

Control Minister for Home Affairs Col Tin Hlaing arrived back here this evening

after attending the ministerial level meeting on drug control of China, Laos,

Myanmar and Thailand held in Beijing, the People’s Republic of China. The

delegation was welcomed back by Minister for Forestry U Aung Phone, Minister for

Social Welfare, Relief and Resettlement Maj-Gen Sein Htwa, Deputy Minister for

Home Affairs Brig-Gen Thura Myint Maung, Secretary of CCDAC Director-General of

Myanmar Police Force Police Maj-Gen Soe Win, the directors-general of

departments under the Ministry of Home Affairs, Ambassador of the PRC Mr Li

Jinjun and embassy staff and families of the delegation. Head of Defence

Services Intelligence Bureau of the Ministry of Defence Col Kyaw Thein,

Director-General of Border Areas and National Races Development Department Col

Than Shwe, Head of Drugs Elimination Unit of CCDAC Police Col Kham Aung also

arrived back on the same flight.
